I used Adobe Photoshop.... I think that was back when I only had CS. I use Photoshop CS2 now.
I made the speech bubbles by drawing them in with either one of the Shape tools or the Lasso tool (regular or Polygonal) with a White fill and then adding the little thing that points to the character with the Polygonal Lasso, then I gave the whole thing a Black stroke.
